Click the mouse when the angle for the shot is at the right position, and click it again as the power bar progresses to select the force behind the shot. Once the angle and force as selected the dog will shoot toward the basked, hopefully getting the ball in the hoop. You will move up various levels trying the shot from different places requiring different angles. Show the Basket Dog you can do it!
